Citizens from the List
To enter the United States with a stay of fewer than 90 days, the citizens do not require a visa. They only need to have a machine-readable passport.
It is only necessary to fill out the following online form at least 72 hours before arriving in the United States. The form must be filled out for all people traveling, including children.
Other visa-exempt countries
National citizens of the following countries need the same documentation to travel to the United States: have a machine-readable passport and complete the aforementioned form.

Why is an ESTA necessary to travel to New York?
The ESTA is a mandatory authorization to enter the United States and more particularly in New York, as well as for any other states in the US with different requirements such as the sunshine state California. All foreign nationals from a member country that has signed an agreement allowing travel to the United States without a visa are required to obtain a travel authorization to set foot on American soil, which is officially issued by the United States Department of Security. This ESTA form must be completed before your trip to New York.
The procedures related to the old form, the I-94w, were once very embarrassing and forced to travel to the administrations concerned to obtain the famous grail that allows you to step on American soil. Fortunately, since 2009, following the decision of the United States to improve immigration control conditions, this form was replaced by an electronic form: THE ESTA.

How to get an ESTA to go to New York?
